From a legal point of view, escort agencies do state they are providing a social or companionship service when assigning their escorts because prostitution laws generally prohibit the exchanging of money for sexual services or even conversing with the intent of providing sexual services.
Many escort agencies cautiously abide by this law and stay away from particularly offering sexual services or prostitution. However, police and governments where prostitution is against the law do know this and tend to focus on the more open and more socially threatening street prostitution.
